One of the most important values of social work practice is to be able to recognise and empower those that are different and are most likely to be isolated and oppressed in society. Therefore, implementing cultural competence in a country with ethnic diversity like England is of paramount importance.

Cultural competence is variously defined in terms of the outcomes for individual clients and groups or as the attitudes, and behaviours of practitioners and organisations or a combination of both. While there is never likely to be a single definition which is wholly acceptable to all, the following typifies the definitions found in the literature.

Cultural competence is “the ongoing process in which the healthcare professional continually strives to achieve the ability and availability to work effectively within the cultural context of the patient (family, individual or community)” (Campinha-Bacote, 2010).

Cultural competence has been adopted and required in medical school education to address health disparities, though there is no standard curriculum.

Cultural competence is a process, not an outcome, and must be considered from the perspective of the recipient of care or research participant.

Cultural competence is a key aspect of providing both quality and safe care. This is why health professionals need to be aware and gain understanding of the key issues relating to culture and how this may influence the uptake of health care and treatment options.

The thesis concludes that transcultural nursing and cultural competence is about nurses being able to take the patient’s cultural background, beliefs, values and traditions into consideration in.

This view of a continuum from cultural competence to cultural safety is also present in the writings of Duke et al. (2009). These authors suggest that cultural competence in a constructivist perspective leads to culturally safe care. These suggestions were considered while conceptualizing the constructivist definition of cultural competence presented below.
